Huawei Mobile Partner Setup

I just upgraded my iMac yesterday from 10.7.5 to 10.12. Besides running noticeably slower with all the Apps bloat,
most of which I will never use, I can no longer access the internet. I live in an area where the ONLY possible connection at the moment is with a Huawei dongle on a 3g mobile system. I have read from others that this occurs due to the System Integrity Protection, but one comment said that even disabling that did not allow connection. If there is really no way to make Sierra work with 3G, then I will have to roll back to 10.7.5 (I made a time machine backup) and try to upgrade to 10.10. If anyone has a simpler solution, I would be grateful. Maybe I can try to disable the SIP and see what happens.
Thanks...
